Eli Fresquez

Eli previously served as the Director of the Office of Children’s Rights for the New Mexico Children, Youth and Families Department (CYFD), where he championed the legal and financial rights of at-risk children and families. Before CYFD, he was Assistant General Counsel at the New York City Mayor’s Office for People with Disabilities, focusing on ADA compliance. He also worked as a Senior Planner and ADA Coordinator for NYC Emergency Management and as a Human Rights Specialist at the New York State Division of Human Rights. Eli’s expertise spans from civil rights investigations to mediation. He holds a JD from New York Law School, a Master of Social Work degree from the University of Michigan School of Social Work, dual BAs, and a minor from the University of New Mexico.

Eli is a certified ADA Coordinator and is certified in Accessibility by the International Association of Accessibility Professionals. He’s also certified by the University of Michigan School of Social Work in Disability Inclusion and Accessible Design. He is licensed to practice law in New York, New Mexico, and several Federal Districts. Eli recently graduated from Harvard University’s National Preparedness Leadership Initiative in Cambridge, MA. 

Chris Schmidt

Chris Schmidt brings more than a decade of business analysis experience to Pendulum, with a focus on process improvement, user-centered design, and accessibility for state and local government agencies. He has supported large-scale modernization and public-service technology projects across the country, including work with the NYC Department of Homeless Services, the State of Missouri, the County of San Diego, and IBM Corporate Citizenship.

Chris specializes in translating complex requirements into clear, actionable solutions for teams and stakeholders. His background includes systems analysis, user workflows, data interpretation, and accessibility remediation aligned with WCAG and ADA Title II standards. He is especially passionate about designing digital experiences that are intuitive, equitable, and responsive to the needs of diverse users.

He holds a Bachelor’s Degree in Social Work from Concordia College–New York and a Master’s Degree in Social Work from Fordham University.
